2026 可信賴半導體供應鏈夥伴論壇

全球地緣政治風險升高，供應鏈安全成為各國核心政策議題，臺灣憑藉堅實的科技實力、完整的產業聚落與可信賴的國際合作基礎，已不僅是全球半導體供應鏈的重要節點，更是推動全球經濟安全合作的關鍵夥伴。

透過本論壇的交流與對話，聚焦地緣政治與供應鏈連動風險，同時呼應「矽盛世宣言」所倡議的精神，凝聚對 AI 時代供應鏈治理與民主科技夥伴關係的共同理解，進而強化臺灣作為可信賴「造王者」的戰略角色，期待透過臺灣與國際民主夥伴的政策對話、產學協作與跨國交流，思考如何共同建構兼具安全、韌性與開放性的科技供應鏈秩序，為全球民主社群打造更具韌性與競爭力的科技合作新典範。

2026 Trusted Semiconductor Supply Chain Partnership Forum

Amid rising global geopolitical risks and the growing prioritization of supply chain security, Taiwan—supported by its robust technological capabilities, comprehensive industrial clusters, and trusted international partnerships—has evolved beyond a critical node in the global semiconductor supply chain to become a key partner in advancing global economic security cooperation.

Through dialogue and exchange at this forum, participants will examine the interconnections between geopolitics and supply chain risks, while echoing the principles of the “Pax Silica Declaration”. The forum aims to foster a shared understanding of supply chain governance in the AI era and strengthen democratic technology partnerships. It also seeks to reinforce Taiwan’s strategic role as a trusted “kingmaker,” promoting policy dialogue, industry-academia collaboration, and cross-border engagement with democratic partners to jointly build a secure, resilient, and open technology supply chain ecosystem.

Directed by the Ministry of Foreign Affairs (Taiwan) and organized by the Center for International Trade Policy (CITP), Chung-Hua Institution for Economic Research, the “2026 Trusted Semiconductor Supply Chain Partnership Forum” will convene leading experts and industry representatives to explore risks, governance approaches, and opportunities in the evolving global semiconductor landscape.
